Russia is still intent on meddling with next year’s U.S. election, and may try to start an American race war in the process, reports Vox.

“According to secret documents obtained by a Russian opposition group, hackers have discussed plans to stir up racial resentment in the United States in hopes of tearing American society apart,” the news website says, noting that the documents were “shared with but not verified by NBC News.”

The supposed plot, titled “Development Strategy of a Pan-African State on US Territory,” Vox says, proposes sending black Americans to Africa for combat training, then encouraging them to create their own nation in the American South.

It may sound ludicrous, but the hackers are said to be “associates of Yevgeny Prigozhin, the man who set up a troll farm and was indicted by special counsel Robert Mueller for his role in 2016 meddling.”

The whole thing could stem from a mis-reading of the state of American society, says Vox, adding that such extreme ideas might already have been discarded by Moscow.

What they do suggest, the website says, “is that Russians with ties to President Vladimir Putin are plotting ways to weaken America ahead of the 2020 election [and] it looks like some of the thinking is much more violent than before.
