It’s may be difficult to believe but torturing animals is still a misdemeanor in some states. This bill has come up before but was blocked by former Judiciary Committee Chairman Bob Goodlatte (R-VA). He is no longer in Congress so supporters think it will have a better shot of becoming law this time around.
