As the impeachment proceeding move to the House Judiciary Committee, Constitutional scholars we called to testify. Michael Gerhardt is a law professor at the University of North Carolina and an expert on impeachment. Below is from his opening statement:

“The president’s serious misconduct, including bribery, soliciting a personal favor from a foreign leader in exchange for his exercise of power, and obstructing justice and Congress are worse than the misconduct of any prior president.”
