Russia launched a rocket attack on civilian areas of Kharkiv, Ukraine’s second largest city.  The attacks, seen in the video above, have reportedly killed dozens of non-combatants.  The Guardian writes:

Widespread use of indiscriminate weapons such as multiple rocket launchers against civilian areas, as used on Monday in the city of Kharkiv, suggested that the Kremlin, having failed to land a knockout blow in the first days of the war, was prepared to unleash more desperate methods.

The BBC reports:

Videos shared on social media showed rockets landing in Kharkiv, in what some defence analysts described as typical of a cluster munition strike on a dense urban area.

Attempts have been made to impose a global ban on cluster munitions, with 110 nations agreeing to outlaw them under a 2008 convention. However, neither Russia nor Ukraine have signed it.

Human rights group Amnesty International has accused Russia of indiscriminate use of weaponry on populated areas, something it said could constitute a war crime.

Both Kharkiv and Kyiv remain under Ukrainian control as of Monday night.
