A plan to be introduced later today by Donald Trump will outline three phases of returning America from a pandemic. The document presented to governors by Trump is titled, “Opening Up America” and was obtained by CBS News.

The document lists three phases that offers proposed re-openings in state or regions that meet certain “gating” criteria.

According to the New York Times, Trump told the governors they could open up before May 1st, as the Times writes, “if they wanted to, but backed down from his confrontation with them by making it clear that he would not seek to impose his will on the timing.”

In the first phase of reopening, the document suggests, schools that are currently closed should remain so. Large venues, including some restaurants, can operate under strict social distancing protocols. Gyms can open as long as they maintain social distancing guidelines, but bars should remain shuttered.
